Issue starting play.bat

I get a mysql.exe - system error that says:
The code execution cannot proceed because MSVCR120.dll was not found. Reinstalling the program may fix this problem.

So I try re-installing Visual C++ because reading some articles on the internet said that was the issue but it didn't seem to work. Any advice?
