Remove procedurally generated buildings

They were added for Actdev long long ago, but now are just confusing, because they don't really exist and hide legit OSM data gaps.
This should involve removing files like data/input/gb/micklefield/procgen_houses.json from S3 and cleaning up config that generates and points to them. It'll require a re-import of UK -- maybe also a good chance to grab fresh OSM data.
