This is created by Package Control when installing a file to track what version is installed. Including it in your package will not do anything.

The description for the package is pulled from GitHub. To manually version, you need to create a custom packages.json file such as https://raw.github.com/colinta/sublime_packages/master/packages.json.

Your download URLs should be nodeload URLs pegged to a specific commit or tag so that all users with the same version number get the same code.
