Specifically mention Sublime in Unix Honor Pledge

This gets asked every year; I was thinking adding a bullet point to the IDEs paragraph that says:
"The Sublime editor is allowed, provided it is used without extensions for build automation, debugging, or code completion; it shouldn't be any more powerful than a text editor like Emacs."

This would need to be changed in the tex file and probably the slide set.
