shortcut make target

I was wondering if we want to have an automatically generated Make target that simply installs all R packages that are defined in the YAML header, ie., it circumvents the whole container process. This would be for users who don't have a container software installed. Of course, this does NOT guarantee reproducibility. It's more like a quick start to rebuild a repository locally. Maybe with a warning that this reproducibility is at stake.
