Make bin/run_httpd behave similarly to the apache version

The recommended launch approach should probably be with a supervisor, but for compatibility support the old script, too.

Should:

  • use starman
  • honor the old apache settings from combust.conf when it makes sense.

the which starman hack isn't going to work right.
