I followed the official example to generate the certificate and key. Why does uploading the private key always prompt this error?

Oh, sorry, I just tested it. The reason for the error is that the execution results of powershell and git bash are inconsistent. There is no problem with using git bash in the Windows system environment. Don't use powershell, sorry to bother you.
