No menu? (global menu bar doesn't change)

The instructions refer to a menu:
Use the included "Install User Launch Agent" feature (accessible from the menu).
However, when I run Disk Arbitrator, the global Mac menu bar doesn't change to a be Disk Arbitrator menu, and the Disk Arbitrator window doesn't seem to otherwise have a menu.
Am I missing something, or is something broken?
(This is on MacOS Ventura 13.2.)

Yes, I missed the icon in Mac menu bar.
