Combine files and move to be child of generalControlParametersInterface.xml

@jbvandermeer I think it would be more consistent to move the three new XML files into the under the Control interface (and also have a Control folder, beside the Components and Setup folders in the project tree).

Even though the files are for different dispatch methods, they all should be described either through a second interface (child to the generalControlParametersInterface, called dispatchInterface, or similar), or all in one xml file (child to the generalControlParametersInterface as well). You can see how I did collect parameters for different methods (that not all are used at the same time) in the optimizerConfig.xml (GBSOptimizer->Resources) for an example.
