Check simulation parameters during optimization runs

Checking parameters such as number of generator start/stops for the results of each iteration of the optimization could enhance the selection of the right energy storage system size.

The configuration of such checks should be written to optimizerConfig.xml in the children of the optimizationConstraints tag.

If abbreviated time-series are utilized in the optimization (see dataReductionMethod tag in the configuration) then a suitable extrapolation method will be required for things like generator start/stop statistics.
