Enable fetching user data for a title by its titleId instead of npCommunicationId

Limitations (known so far): The v1 API endpoint cannot grab PS5 games (PPSA), but can get PS4 games (CUSA). Maybe (untested) it can get the PSVita and PS3 games as well?
