Fetch about and project info from spreadsheets

Instead of manually updating the GitHub every time there's a new board member or new project, fetch info directly from corresponding spreadsheets using the sheets API, similar to main website (https://github.com/acmucsd/main-website/blob/6c900ce08989847e186a1834e5cf05b2fc5e73b6/src/api/BoardAPI.ts#L38)
