It's a tool, not so much an admin portal. Requires Work or Education account. Web portal (at this time) only supports Azure, 365, and Dev virtual Windows desktops. Usage is End user, RDP-like tool from Microsoft. There are also related installable clients (with slightly more features) for Windows Store app, Mac OS, iOS, Android, ChromeOS. This is new general release from Microsoft and subject to change. There were two associated aka.ms sites to be added at a later time.

I've just tested and this ends up going to https://windows365.microsoft.com/ent

I'll put this under the end user portals.
