feat: Beginner friendly DX for boosting developer morale

Is your feature request related to a problem? Please describe.
I'm frustrated with how difficult it is nowadays to get small libraries to be noticed on GitHub because its dominated by the big guys.

Will this platform have a feature especially tailored for coders just starting out on open source ? Maybe the option could be gamified by creating checkpoints in source control metrics which could help boost developer morale. I think what I'm trying to see is that a minor league would be nice and give a chance for oss enthusiasts to network.

Describe the solution you'd like

It would be nice to have a way of boosting startup projects either by providing SEO to these packages. By default, the web considers metrics to be a measure of quality of content. However, because of the vast amount of open source projects out there its easy to be unseen even when your idea is valid and well researched. Can the platform provide a way of recommending projects not by arbitrary ratings like stars but code quality and maintenance.
