need to test pbs system interfaces

For a while now, there has been no way to test the PBS system interface, as PBS has been removed from the local cluster.

Perhaps we could use one of the Oakridge clusters for debugging system.pbs

All known bugs in the pbs system interfaces have been fixed. All that remains is to them test out on one of the Oakridge clusters.
