Value-Only and Metadata-Schema

What?
Value-Only Format and Schema is now defined in Part 1. However there are two classes that are not defined in Part 1, namely OperationRequestValueOnly and OperationResultValueOnly. etc.

For these classes a separate Part 2 schema needs to be defined.
If needed also a chapter to explain metadata and Value-Only for these classes needs to be defined.
