Layout Mode is available on Page and Components

This was discussed earlier as well. Basically - since these pages/components are not web components we want to disable layout button (if possible) at Page as well as Component level.

Hello @priyankpardiwala,
I checked the issue mentioned and noticed that the layout mode is still enabled in experience fragment page as well as any component added to that page.
I have since disabled the option, this fix should be available with the next release.
