Update Segmentation Component

- Change foundation/components/parsys to campaign parsys
- Conditions are defined in page policies
- Get rid of segmentation item. Instead, defined conditions are selected on segmentation component in a dropdown
- Default option is in the dropdown as well. Allow this to be selected only once and as the last one (via JS)
- Make sure default option (if present) is always rendered as last in the HTML
