StateLibError not defined error when using lib in typescript

Expected Behaviour

using lib in typescript application it will build without error

Is this a problem or do I not fully understand some type of definition rule or do i have a TypeScript check on I dont need.

StateLibError is private when it should actually be typedef to Object (it's a dynamically created error class of type StateLibError)

why on line 25 does it go and define StateLibErrors? Why is that needed in that StateLibError module?

@davidbenge that's how jsdoc works, it can't imply it by how our dynamic errors work
