Improve importing, merging and replenishing commands

• Every command should work on a daily basis (merging works on the whole timespan instead of splitting the period into single days); remember that Tasks.php does not execute the commands but calls Importer.php/Merger.php/etc directly
• Add support to limit the execution to single websites (as parameter)
