Compare instance environment to that in TDL os section

For the time being the OS section in the TDL will largely have no material effect on the environment setup by tdl-launch. While we may want to use this at some point to determine which image to use when launching an instance w/ deltacloud, for now tdl-launch should simply compare the data in this section w/ that retrieved from the running instance.
If everything matches up, the tool should be silent, else it should output a warning but still proceed to process the rest of the TDL.
