Rename project from Nebra to Neboa

After receiving a trademark infringement notice from @NebraLtd asking me to rename the project since they hold the legal rights to the word Nebra in europe, I have decided to rename the project's repository and npm package from nebra to neboa.
The old npm package will be removed instead of deprecated since it doesn't have any dependents yet and has low enough downloads to allow for removal. A new package under the name neboa and with the same version number will be published.
