If we do not need it, we can remove. There is no explanation for how to use it.

If @robochat will not an explanation for it, we can accept this script as a deprecated feature.

Someone deleted the psi_at_inf_cython.pyx file and so it wasn't a surprise that the installation fell over. I've restored the file to the repository and I'm updating it for the new code layout.
