Feature request: Mouseover scrollbar

This little scrollbar on the Mod's tab does not interact when moused over to scroll with the mouse.
When the window is resized, it shows a bigger one which CAN be moved:

However, it should be made to where if the scrollbar is moused over, that it becomes the bigger version as shown when the window is resized, instead of having to resize it to see it.
