Allow `~` in URLs

I just pasted in the URL https://sites.fas.harvard.edu/~iranian/Kurmanji/kurmanji_1_grammar.pdf, and the URL highlighting ends just before the ~. When I remove the ~, the whole link is highlighted.

(I'm using the 1.0.1 deb package, not git master, and I see a later commit adding + and %, but not for ~.)
