Poor response rate to pre-meeting survey

We only have 12 responses to the survey. There have been a lot of "click-throughs" (meaning people had a look), so perhaps they have found it too challenging?
I've attached the results so far:

I was hoping this survey could thin out some of the policies before the meeting. But it will be hard based on just 12. Perhaps we can still reliably throw out those that got zero votes or just 1 vote?
I can also just wait and hope to get more responses. The call went out on Monday.

The Monday reminder did the trick. Up to 31 now.
