I ran some metadata through the INSPIRE Reference Validator (https://inspire.ec.europa.eu/validator/test-selection/index.html), it had already passed the GEMINI tests, and got a fail on the name of the GEMET vocabulary used.
Relevant requirement is: TG Requirement 1.4: metadata/2.0/req/datasets-and-series/inspire-theme-keyword specifically ...The value of the gmd:thesaurusName/gmd:CI_Citation/gmd:title element shall contain value "GEMET - INSPIRE themes, version 1.0".
