Maintain current Parcel App functionality
standard navigation panel (geocode, zoom to city etc)
scale dependent rendering of geometry and labels
identify popup that queries first the county you clicked in then the parcel attributes because there are 29 layers

Add basemap change button
Add the ability to query a Parcel_ID. The way this could work is a user would first select the County from a dropdown list and then they would input the Parcel_ID
Add additional fields to the identify pop-up
