Allow individual Hail shortcuts to toggle between Freeze and Unfreeze

I like to disable apps and enable them on a ad-hoc basis. It would be great if the same Hail app shortcut can toggle between freeze and unfreeze. Perhaps show a prompt for users to select would be nice.
