BASE_URI as environment variable

Currently we have to hardcode the BASE_URI in the build pipeline instead of setting it in the docker-compose as environment variable, which would be a more cleaner approach.

It would be nice if we could set the BASE_URI like the LIMESURVEY_RPC_API
