Local .safetensors or .ckpt (huggingface requires internet)

Is there a way to use local .safetensors or .ckpt instead, or local diffusers if we convert it to diffusers? it seems like it still needs to have internet access to authorize online via huggingface this way on initial startup, even though it downloads those models. This would be useful for local dreambooth trained models also.
