Hi,
First of all, it is a great work.

Is it possible to re-construct Boğaziçi dataset with given ID codes using some query mechanism ? Does IDs are useful in any sense except understanding of data format ?

In his another repo Turkce-Duygu-Takibi/Veriler. In note section of the readme, it is stated that data could be re-created using twitter developer api.
