Improve the nginx RSR report rewriting rule

During work with passing the language code on to the reportserver (akvo/akvo-rsr#3216), we realised that the /en in /en/reports is just junk data. It should be removed.
We will remove the legacy rule after we have released and updated the URLs in the db,
