Make region_size a configurable parameter.

Currently we always download images with region size 0.08 (which seems to be the largest images we can get from GEE.
We might want to look at smaller areas, by changing this parameter.
If we do, it should be
- Configurable in
pyveg_generate_config - Recorded in metadata in
results_summary.json - Recorded in filenames of summary json and summary stats csv
