Allow to setup values for option database after first window created.

Is your feature request related to a problem? Please describe.
Some widget styling requires the use of option database. When using the ttk styles definition file, the method is
called after creation of all widgets.
Describe the solution you'd like
Allow to call the method setup_ttk_styles when the first window is created and before all children creation.
So, option database values take effect.
