panning does not work

What steps will reproduce the problem?
1. Open attached SVG
2. Try zooming
3. Try panning
What is the expected output? What do you see instead?
Zomming works (in Chrome), but panning does not.
What version of the product are you using? On what operating system?
Current version, tried in Chrome and Firefox.
In Chrome only zooming works.
In Firefox, nothing works.
Please provide any additional information below.

Never mind, panning is working! Simply the onmousemove event isn't processed in
Chrome as long as the developer's toolbar is open.
