lite aleph cli

alephjs cli is already lite but I think only aleph init is needed in this cli, other commands must be from local file in the project for example
deno run manage.js dev instead of aleph dev where manage.js is file generated where aleph init was executed like in django

I think already, I open this issue befor test the recent alephjs version
