Cannot pull the S3 yaml from an AWS account that is in an organization

I am running the manual deployment, but when i try to run the cloudformation script
https://s3.amazonaws.com/cd.prod.manual-mode.repository/cf_templates_latest/al_scan.yaml

It tries to pull the other cloudformation snippet from
s3://cd.prod.manual-mode.repository/images/latest/scan_images.json

And is failing. with the error
TemplateURL must reference a valid S3 object to which you have access

This only happens when doing from accounts which are part of an organization and are not the management account.
