Horizontal scroll on some browsers

On some browsers, the topnav causes an issue where there is extra right margin white space and horizontal scrolling. This is from a known issue related to how browsers calculate vw with a scroll bar.

This issue does not reproduce on any machine I have access to, so relying on user reports to debug.
