Split algorithm development guides into web and local development guides

Break out algorithm development into "web IDE" and "local development" workflows in the near future.

Web: would cover the web editor, how to add dependencies, how the test console works, how to run test from the console

Local: using git, tips on setting up local editors/IDEs, how to use algo to test your algorithm locally as well as how to call your algorithm after publishing, editting README.md, etc..
