M-x eval-buffer unable to evaluate repl-driven-development.el

I tried adding real-driven-development.el to my emacs.d/lisp load path and unable to access its entry function. I try to evaluable the buffer itself and get 'Cannot open load file: No such file or directory, eros'. This is with GNY Emacs on Mac 29.1. I'm able to evaluate other buffers in my load path. Any idea where to debug this further?
