[RFC] Sentinel Go Proxy-WASM extension

Describe what feature you want

Add a Sentinel Go Proxy-WASM extension, which means that we could implement proxy filters in Go and leverage the capabilities of Sentinel Go in Envoy, via Envoy WASM extension mechanism.

Existing Go SDK for proxy-wasm: https://github.com/tetratelabs/proxy-wasm-go-sdk
