Packet loss between gNB and UE

The UE downloads files from the FTP-server via the FTP client, and during the process of sending from the gNB to the UE, there is packet loss, resulting in a decrease in the file transfer rate. I was wondering what causes this? Is it virtual box that limits the rate? Or some other software?The network topology is as shown above.
