Update PDF CL Webpack to produce .less in addition to .css file

Result of allenai/scholar#30238

Time box to 3 days. either fix or put in a workaround.

Then:

  • investigate a plugins to include less files in the bundle instead of css files. Update S2 to import PDF Reader CSS from node_modules instead of vendor
  • clean up css workaround added to the scholar repo. Remove less/vendor dir
