problem for running requirements.txt

Hi,

I have runned the document <requirements.txt>, but it returns a problem, like the following picture:
I have also accessed the github link given in the <requirements.txt>, it returns a 404 error.
I wonder if the link is invalid?

Try to change the requirements.txt to:
jsonlines
-e git+https://github.com/ibeltagy/allennlp@fp16_and_others#egg=allennlp

Seems related explosion/spaCy#5426
