Add command to setup agent data on chain

The Aries agent needs a verification method with type X25519KeyAgreementKey2019 and a service that points to the agent in the did.

Add a command that allows to add the data to an existing did.

The command should contact the agent to generate the private key on the agent and retrieve the public key only
