I've installed the version 3.1.1 and I get this problem
the notice to participate in the data collection does not disappear after choosing
prestashop 8.1.2 and php 8.1

We haven't identify any issue with the notification when you accept or reject the data collection.
Have you an error in your console when you click of any button.
We just prepare the branch to fix the CSS of the notification in the module page.
