Change the Import until wording in the Import Bot Section

People still don't understand the "Import all users until level:" in the import dashboard section.
It should be changed to "Minimum level to be imported:" and also add a question mark that says "The minimum level a member has to have to be in order to be imported. Lower levels than this number will not be imported. (Default is 5)" when hovering.
