What

Add "suspend" and "resume" jobs to the deployer pipeline that scales a cluster up and down to zero so we can safely pause a cluster

Why

So that we can wind down the sandbox cluster when we don't need it or automate shutting down at night.

I'm going to close this because it's old. I doubt we'll forget about sandbox/test clusters being a money-sink given we monitor our bills regularly 💸.
