Get the backing service controller to work on gsp-local

What
Get the backing service controller, which provisions AWS backing services like RDS and SQS, to work on gsp-local.
For example, instead of RDS, a local postgres database would be provisioned.
Why
To make it easier to test a full service locally.

we are not supporting gsp-local at this time. So closing for now.
